I followed-up on the noise assessment issue and received the following reply (my email at the end). It seems to be suggesting that noise assessments be conducted after the road works finish. This is concerning beccause it is similar to an issue another district had some time ago where it was then decided (after the road had been built) that it was too expensive to correct (with low noise bitumen) after community outcry.

The Department of Transport and Main Roads carried out a noise assessment prior to the start of construction works. A noise assessment involves taking noise measurements, and modelling noise levels for all properties adjacent to the roadway in the study area. Noise levels are calculated for the current year of the study, as well as 10 years into the future, based on forecasted traffic growth.
The department operates according to the Road Traffic Noise Management: Code of Practic, which sets out a standard process for dealing with the effects of road traffic noise on properties adjacent to state-controlled roads. The code contains noise level criterion that must be met before the department will consider treatment of noise affected properties.
The department will monitor noise levels at areas of concern after the completion of construction as traffic normalises. A decision about noise treatment will be made at that time.

As this is a reasonably large section that may extend down to the dam where noise echoes across to all the nearby houses do you know whether any decision has been made yet regarding noise abatement strategies (e.g., shielding) or an assessment of the needs? I read from your last email that low noise bitumen is being used for this Section A (thank you for that email, by the way), which is a bit of a relief.

Thank you for your email of 11 November 2011 about the use of low noise grade bitumen in the Ultimate Upgrade (Stage 2) of the Redlands Corridor Upgrade Program.
As Stage 2 works have not been finalised, the department is unable to confirm the surface layer at this time. However, in developing the design for the Stage 2 upgrade to Mt Cotton Road at Burbank, the department will comply with the Road Traffic Noise Management: Code of Practice, which considers the noise impacts on adjacent properties.
Stage 1 works are being surfaced using a dense graded asphalt polymer modified surfacing layer. This surface finish is developed from high quality asphalt and is quieter than other finishes.
Stage 2 of the Redlands Corridor Upgrade Program is competing with other priority projects across the state for funding, and will be considered in the future as other funding becomes available.
Works on the Redlands Corridor Upgrade Program since community consultation was carried out has included predominately design work, with some site preparation for Stage 1 works over the past 12 months.
A community newsletter was delivered last week to affected residents, and the previous edition was delivered in December 2010. Please let us know if you have not received a copy of the latest newsletter and we will forward one to you. We will also continue to email relevant updates to you.
